Mr. Elias has over 22 years of administration, planning, project management and engineering experience at a variety of different levels in the public sector.  As the chief Street Maintenance Administrator for more than 20 years with the City of Tucson’s Department of Transportation, Street and Traffic Maintenance Division, he is keenly aware and savvy at dealing in all levels of local government.  He clearly understands the needs, expectations and requirements of any public works project.  Mr. Elias is well versed in administering and managing projects of all sizes and complexities, and he has overseen operating budgets in excess of $17 million, in addition to an $11 million heavy equipment fleet, and supervised large numbers of full-time personnel.  He is also extremely capable of handling emergency situations, having developed and coordinated emergency/disaster team call-outs for the City of Tucson.  Prior to working on public works projects, Mr. Elias was the Marketing Director for the Tucson Convention and Visitor Bureau, and so is very familiar with the Tucson and surrounding area.  Mr. Elias joined the private sector to utilize his well established skills as a Project Manager for public works consultant projects.  His years of experience in the public sector have given him unique insight and expertise in dealing with the issue that confront local government, and make him extremely qualified to assist in public works projects.
