With more than 11 years of construction inspection and administration experience, Mr. LoRusso is a well-seasoned and accomplished Resident Engineer. His vast experience on civil construction projects make him well qualified to perform all the duties of administrator and manager on projects ranging in size, scope and complexity. He has thorough knowledge of local agency and state requirements and understands the importance of proper and thorough documentation. Mr. LoRusso’s positive attitude, intelligence and effective communicative abilities make him particularly competent in his field of expertise. He is well spoken, fair, insightful, and is able to establish and maintain strong and effective personal and professional relationships. He works extremely well with others by building a team atmosphere around him. He has worked on projects involving highway interchanges, bridges, retaining walls, pump stations, large-scale subdivisions, local streets, signalized intersections, striping, curb, gutter and sidewalk, water, storm water and wastewater pipelines, micro-tunneling, dry utilities, detention basins, wetland restoration, contaminated material, water treatment plants, mass grading and light rail facilities. Mr. LoRusso is fully capable of performing all levels of contract administration, including claims management and analysis, plan and specification interpretation, supervising multiple inspectors, coordinating materials testing and surveying services, constructability and biddability reviews, field inspection, and various other tasks. He is also very capable of handling complex projects that require extensive communication and coordination with a variety of agencies, entities and the public.

Selected Experience

SPRINGLAKE DEVELOPMENT COMMUNITY FACILITIES DISTRICT “BACKBONE INFRASTRUCTURE” PROJECT AND FIVE SUBDIVISION PROJECTS – Woodland, CA - Construction Value: $35 Million. Sanitary sewer, drainage, major utility, water supply and street improvements, including 30 foot deep sanitary sewer collectors. The residential developments included all required infrastructure for five (5) subdivisions, with five (5) different developers, with over 700 new homes.

U & S STREET IN-LINE STORAGE PROJECT – Sacramento, CA - Construction Value:  $4.6 million. Micro-tunneling 520 lf of 66” diameter Reinforced Concrete Pipe 12” force main under Interstate 5, over 800 lf of 84” Concrete-Steel (CS) lined and 800 lf of 54” CS pipelines, one large cast-in-place concrete junction structure and a cast-in-place concrete connection structure on pile foundations.

 
EIGHT MILE ROAD / I-5 INTERCHANGE IMPROVEMENT PROJECT - Stockton, CA - Construction Value: $6.5 million. Widening Eight Mile Road from four (4) to seven (7) lanes, constructing two (2) tie-back walls under the I-5 overcrossing, widening all four (4) ramps, and constructing two (2) 250 meter long retaining walls along the ramps.
