With more than 14 years of construction administration and inspection experience, Mr. LoRusso is a well-seasoned and accomplished Resident Engineer. His vast experience on infrastructure construction projects make him well qualified to perform all the duties of administrator and manager on projects ranging in size, scope and complexity. He has thorough knowledge of local agency and Caltrans requirements and understands the importance of proper and thorough documentation.  However, it is Mr. LoRusso’s positive attitude, intelligence and effective communicative abilities that make him particularly competent in his field of expertise. He is well spoken, fair, insightful, and is able to establish and maintain strong and effective professional relationships. He works extremely well with others by building a team atmosphere around him. He has worked on projects involving highway interchanges, bridges, retaining walls, pump stations, water and wastewater treatment plants, large-scale subdivisions, local streets, signalized intersections, striping, curb, gutter and sidewalk, water, storm water and wastewater pipelines, microtunneling, dry utilities, detention basins, wetland restoration, contaminated material, mass grading and light rail facilities. Mr. LoRusso is fully capable of performing all levels of contract administration, including claims management and analysis, plan and specification interpretation, supervising multiple inspectors and teams of consultants, coordinating materials testing and surveying services, constructability and biddability reviews, field inspection, and various other tasks.  He is also very capable of handling complex projects that require extensive communication and coordination with a variety of agencies, entities and the public.

Selected Experience

WINTERS DOWNTOWN STREETSCAPE IMPROVEMENTS – Winters, CA - Construction Value: $380,000. The project consisted of reconstructing the main intersection with clay pavers, adding traffic calming curbs, new sidewalks both concrete and clay pavers including ADA ramps, removal and replacement of AC paving with new signing and striping, the construction of seat walls, new street lights, landscaping, and various site furnishings including pre cast planters, bollards, benches, trash receptacles, and bicycle racks. Incorporated into the work were different colored pavers and sandblasting of the concrete to give the appearance of railroad tracks.

HAMMER LANE WIDENING PHASE 3A – Stockton, CA - Construction Value:  $2.7 million. This project consisted of new median construction along one mile of Hammer Lane, one of the busiest streets in the City of Stockton, widening and replacing the traffic signals at one intersection, and modifying the traffic signals at three other intersections.

 
GATEWAY PROJECT -2006-2007 CITY OF WOODLAND ON-CALL PUBLIC WORKS INSPECTION - Woodland, CA - Construction Value: $7.5 million. This multi-million dollar project located at Interstate 5 and County Road 102 consisted of a large drainage detention basin, large reinforced cast-in-place concrete drainage structures, VCP sanitary sewer pipe, manholes, ductile iron and plastic water mains, RCP storm drain  pipe, drain inlets, street improvement from rough to finish grade, paving, curb, gutter, sidewalks, street lights, and signalized intersections. This project involved extensive coordination with other City Departments
