Robert Salaber, P.E. 

Mr. Salaber has 30 years of diverse construction and project management experience. He is a well-accomplished contract administrator and oversight engineer with an excellent reputation in the industry. Mr. Salaber is extremely knowledgeable of infrastructure related work and is familiar with local, State and Federal procedures and requirements. He spent seven years with the Caltrans Office of Structure Construction, five years as an RE, Project Manager and Vice President with a private construction management firm, and has been the President of SAI since April of 1999.

Bob LoRusso, P.E.

With more than 24 years of construction administration and inspection experience, Mr. LoRusso is a well-seasoned and accomplished Resident Engineer (RE) and Project Manager. His vast experience on infrastructure construction projects make him well qualified to perform all the duties of administrator and manager on projects ranging in size, scope and complexity. Mr. LoRusso is very insightful and proactive, and has excellent communication skills, which make him particularly competent in his field of expertise.

Lou Salaber, P.E.

Mr. Salaber is a Civil Engineer with over 40 years of experience in the design of complex transportation projects, highway and transit facilities, military and industrial facilities, rail projects, and sewage/waste treatment facilities. He has been a Project Engineer and manager on many final design projects, where he has also supervised construction document preparation and services during construction. Mr. Salaber has successfully completed projects in Central America, Portugal and in the states of California, Washington, and Georgia.

Mike Van Over

Mr. Van Over has over 15 years in the construction industry, including five years of construction management, inspection and administration experience on heavy railroad and local agency projects.  He has been the railroad representative, sole inspector and administrator on a half dozen multi-million dollar Union Pacific Railroad projects. He is very adept at reading and interpreting construction plans, and he is very familiar with local building code requirements and larger public works requirements, such as the Caltrans Standard Plans and Specifications.

Dave Compton

Owen Flynn

Mr. Flynn has over 30 years of experience in the construction industry, the last five years as a Senior Construction Inspector for the Cities of Sacramento, Rancho Cordova and Lincoln. Mr. Herrick has over 30 years of experience in the construction industry. He has worked on a variety of projects, from Capital Improvement Program (CIP) projects and large private developments, to massive underground utility replacement projects. He is very adept at reading and interpreting plans and is familiar with local and state requirements, including the Caltrans Standard Plans and Specifications, California Title 24 and American with Disabilities Act (ADA).  Mr. Herrick is also experienced in public relations and outreach.

Dave Kahn

Prior to that he was a material sampling and testing technician, and before that an operating engineer on heavy equipment.  He has provided construction inspection and administration services on a variety of Capital Improvement Program (CIP), encroachment permit and private development projects.  He has worked for the Cities of Rancho Cordova and Lincoln, and for Placer County. Mr. Nord is extremely capable of reading, interpreting, and enforcing civil, structural, grading, and geotechnical plans and specifications.
